Prior to 1991

  • Non-profit human services agencies respond to need
  • No formal coordination
  • No formal link to City
  • Minimal City funding

1992

  • Human Services Roundtable
    (Sponsors: BYS, Helpline, Senior Center, B.I. Day Care, Straightalk)
  • A needs assessment of human services produced consensus for:
    - Coordinated services
    - Stable funding source, local responsibility

1993

  • Mayor appointed Health, Housing, and Human Services Summit
    (12 member task force)
  • City Council approved Ord. 93-44 that created HHHS
  • HHHS purpose and responsibilities defined via Ordinance

1994

  • Developed Board structure (categorical representation)
  • By laws approved
  • Received 501(c) 3 status
  • Developed criteria for funding (City RFP’s)

1995

  • Assumed responsibilities for annual RFP process
  • Conducted first application review and made recommendation to City for level of human services funding
  • Family Services Center at Commodore (BISD/Grant)

1996

  • Requested City funding to staff drafting of Human Services Element
  • Responded to City Ordinance re: live-aboard issue

1997

  • Organized symposium: Liveaboard Public Trust Doctrine
  • Sponsored Childcare/Youth Forum

1998

  • HHHS retreat to identify role as coordinating body for human service delivery system
  • Citizen Advisory Board works with Judith Hartstone, consultant, to draft Human Services Element (HSE)
  • Participated in Mayor’s Housing Trust Fund-90 day Ad/Hoc committee
  • Participated in Mayor’s 90 day Ad/Hoc Liveaboard Committee

1999

  • Steering Committee drafts youth grant proposal to Glaser Foundation
  • $100,000 grant awarded for Community Connections for Youth project
  • HHHS approved as future tenant in Marge Williams Center
  • Liveaboard Interim Ord. Passed 8/99
  • HHHS Retreat to develop strategies around:
    - CCFY Grant
    - Board restructuring related to HSE
    - Passage of HSE and budget

2000

  • City Council approved Human Services Element (HSE)
  • Hired Community Connections For Youth (CCFY) Project Director, Jan Lambert
  • CCFY project begins
  • Administrative development (bookkeeping system enhanced, first office set-up)
  • Housing Trust Fund/Citizen Advisory Board– new responsibility
  • Glaser Foundation approves second year funding for CCFY project
  • HHHS hired Executive Director, Jan Lambert, City funds .5 FTE of position.
  • Transition work toward board restructuring

2001

  • HHHS Board restructured
  • Glaser Foundation approves third year funding for CCFY project
  • HHHS hired part-time Administrative Assistant
  • CCFY database project: customized databases developed for all 8 agencies
  • Community-wide needs assessment design phase begun
  • HHHS moved to Marge Williams Center
  • CCFY website went online
  • CCFY newsletter developed and all-island mailings begin

2002

  • Agency databases complete, aggregate reports designed
  • Human services needs assessment surveys and focus groups completed
  • Funding plan developed; joined Bainbridge Foundation membership; submitted grants to Stuart Foundation and Paul Allen Foundation
  • Facilities Workgroup developed to shape partnership between agencies and Bainbridge Island School District

2003

  • Needs assessment completed and final report distributed throughout community
  • Steering Committee/ Action Teams formed to create plan to address unmet needs
  • CCFY produced the Get on Board Board Forum
  • First database aggregate reports
  • Personnel Policies completed
  • Agency Funding Policy developed
  • Completed Glaser Grant scope of work
  • Facilitated evolution of Directors Forum
  • CCFY becomes Community Connections (CC) and expands focus to include adults
  • City begins fully funding HHHS Executive Director (.9FTE)

2004

  • Phase II Needs Assessment follow-up process completed
  • 80 people involved in five action teams meet to address service gaps
  • Action teams produce recommendations resulting in immediate results
  • Needs assessment follow up reports distributed throughout community
  • Community Connections (CC) produced 2nd annual Board Forum
  • CC created Vision, Mission & Goals to reflect broader focus
  • HHHS hosts Needs Assessment Follow-Up reception at the Commons
  • HHHS sponsors formation of the Community Housing Coalition (CHC)

2005

  • Community Housing Coalition (CHC) formed
  • CHC Charter Agreement and Mission Statement created, members seated
  • Kat Gjovik, CHC Housing Director hired (1.0 FTE). and Admin Asst (.25 FTE)
  • HHHS board provides workplan & fiduciary oversight for CHC
  • CHC completes strategic plan; reviews: repealed AHO; best practice research of Inclusionary Zoning of other cities
  • Community Connections Directors Forum establish annual workplan, added new community organization
  • Community Connections database full-year aggregate trends reviewed for first time.
  • Needs Assessment Follow Up results in HHHS sponsoring Elder-Friendly Community Initiative as well as quarterly Aging Support Network meetings

2006 Bainbridge Island Human Services

  • Production and distribution of community education materials: Elder Friendly Community brochure & traveling display board; Community Connection brochure, poster and bookmark; annual newsletter.
  • Upgraded Community Connections website and HHHS website.
  • Third annual Board Forum event for agency directors and board members.
  • Kitsap Mental Health opens Poulsbo Clinic in response to HHHS needs assessment follow-up work.
  • Elder and Adult Day Services explores possibility of providing services closer to BI in response to needs assessment findings and Elder Friendly Community work.
  • CHC drafts Affordable Housing Ordinance and presents it to Planning Commission.
  • Community Housing Summit sponsored by CHC.
  • CHC completes large business survey and workforce survey.
  • CHC completes best practice research on inclusionary zoning, community land trusts, and innovative housing strategies.

2007 Bainbridge Island Human Services

  • 4th Board Forum Event for HHHS and agency directors and board members on Board Development, Susan Howlett, Speaker.
  • L4 begins meeting regularly. This is the leadership of CHC, HHHS, Housing Resources Board (HRB) and Kitsap Consolidated Housing Authority (KCCHA) coming together.
  • CHC at special joint City Council / Planning Commission Affordable Housing Workshop on Feb 7 raising level of understanding on Affordable Housing Ordinance (AHO) and Community Land Trusts (CLTs).
  • Directors Forum Training for agency Executive Directors, Susan Howlett, Trainer.
  • Co-Sponsor non-profit Strategic Planning training with Bainbridge Community Foundation and the BI Arts & Humanities Council on Oct 5. Jill Bamburg, Speaker.
  • The Healthy Community Checkup Project, a follow-up to our needs assessment work --  Steering Committee established and starts meeting.  Elaine Von Rosensteil & Leigh Barreca, Co-Chairs.
  • The Healthy Community Checkup -- 175 Key Contacts and 39 agencies surved.  Demographic profile studies begin.
  • The CHC produced and distributed their Final Report, December 2007.

2008 Bainbridge Island Human Services

  • 5th Board Forum Event held at IslandWood for HHHS and agency directors and board members on Strategic Planning.  Jill Bamburg, Speaker.
  • Healthy Community Checkup Project demographic profile completed.
  • Co-Sponsor non-profit Financia Planning training with Bainbridge Community Foundation and the BI Arts & Humanities Council on February 29.  Channie Peters, Speaker.
  • Over 600 community members involved in outreach, focus groups and participate in online survey to develop Healthy Community Indicators as part of our Healthy Community Checkup Project.
  • Co-Sponsor non-profit training on May 30 with Bainbridge Community Foundation and the BI Arts & Humanities Council on "Building a Sustainable Fundraising Model". Susan Howlett, Speaker.
